      During a weekend there is a meeting of young people from 4 towns from the Mancomunitat de Penyagolosa, in order to create awareness of the region, strengthen ties, demand public attention and schedule cultural and festive events. It is an open call to all young people who want to attend, for which buses are organized and camping areas are established. The organization rotates annually between each of the four towns that are part of the commonwealth.

      The main challenge of this project is to revitalize a community with a high risk of depopulation (1800 inhabitants for an area of 302 km2). A high percentage of the population is older, so the challenge is to convince local young people to reside in one of the four towns and/or attract young people from the rest of the province to settle in the commonwealth.

      The youth have wanted to take a step forward to claim the value and quality of rural life, where it is perfectly possible for a young person to establish their life project. Another objective is to draw the attention of the regional and provincial authorities so that they dedicate more resources to providing services to the community, in such a way that the young person who lives in a rural area has the same public services as those who live in a city.

      There is a permanent commission and a local commission that organizes the Aplec. Their job is to obtain funding, organize the program of events, hire suppliers, coordinate all the public services involved, and ensure the safety and health of attendees. Both commissions are coordinated and the tasks are divided throughout the year. The members of both commissions are young people.

      All the participants are volunteers who dedicate their time to the organization and execution of the project. The funds are drawn from public subsidies for culture and youth, and from the organization of events throughout the year. Accommodation infrastructure is also necessary, both from tourism and provisional camping areas. During the days of the Aplec, the members of the local commission are in charge of managing the different organized events (concerts, talks, games).

      The benefits for the four towns and, especially, for the organizing town, are diverse. During a weekend a significant flow of visitors is generated (two towns have 130 inhabitants, another with 400 and the largest with 1,300). Existing accommodation and restaurants have increased demand. In terms of image, the community is known by visitors and generates a significant impact in mass media and on social media. This impact makes it possible to combat an image linked to depopulation and transmit a position of a lively and innovative territory.

      The problems that are generated are mainly in the smaller towns that do not have adequate infrastructure for accommodation, catering and public services to meet the needs of a large volume of visitors. Another problem is that the impact is a very punctual moment of time.

      It is an event format that is replicable in other areas with a high risk of depopulation. However, it must be taken into account that this commonwealth has an icon known throughout the Valencian Community: the mountain of Penyagolosa (the highest in the province of Castellón). It is necessary that the youth of a depopulated area get involved and organize themselves.
